Lake Charles, Louisiana faced four federally-declared natural disasters in under a year–two hurricanes, one freak cold snap, and a flood. The devastation was extreme: city staff estimate that 98% of Lake Charles’ structures suffered damage, and approximately 5,000 residents are still displaced. The city’s mayor is intent on rebuilding, with a shiny vision for the future. But a question nags: with the frequency and intensity of storms set to increase with climate change, does that really make sense? And who will be able to afford to live in a city where rebuilding every few years may be the norm?
